Well which XSLT 1.0 processor do you use, have you checked that it 
supports exsl:document?
As for an example, see http://exslt.org/exsl/elements/document/index.html.
As for your code, are you sure you don't want literal result elements 
(e.g. <display_options>...</display_options>) instead of text nodes with 
escaped markup?
