In XSLT 2,
<xsl:call-template name="translateDcml">
  <xsl:with-param name="factor"
     select="if (FCDecimalPlace ne '') then FCDecimalPlace else
LCDecimalPlace"/>
</xsl:call-template>

In XSLT 1, others have suggested moving the call-template inside the
xsl:choose.

You could also do,
<xsl:with-param name="factor">
  <xsl:choose.....>
</xsl:with-param>
