We've been using this internally, and recently put on GitHub to try to put it in a form that might be more generally useful. It's written in Java, and converts a DTD into an XML (elements-and-attributes) representation. There are a few other scripts that build on top of this XML representation, for example, to generate documentation and to do diffs. Those tools haven't been moved into this GitHub project yet, but should be soon.
