Here are several questions.

1. Did W3C determine to discontinue developing XSL-FO 2.0 for the feature?

I don't think it did 'fail'.


3. I beleive that XSL-FO is most suitable techinology for formatting XML
documents. Does CSS techinology become the complete alternative of the
XSL-FO?

Not yet is the honest answer. Watch the CSS space for developments,
or join W3C and help development in that direction. There's a long way to go.
