Indeed, and they have meanwhile said, in several blog posts and interviews, that they do not have plans to change that, they will stick to XSLT 1.0 for the foreseeable future. At this moment you can use Saxon for .NET (http://saxonica.com), which gives you XSLT 2.0 and 3.0, and Exselt (http://exselt.net, currently in beta), which will give you XSLT 3.0 (but there are no backward compatibility issues, so any XSLT 2.0 stylesheet will work).
