  Thank you for your interest!  There are some information about the
process on the wiki: http://w3.org/community/expath/wiki/.  Basically,
the idea is: write a draft, and suggest it on the mailing list.  If
there is enough interest, and depending on the feedback received, it
then can end up accepted as a module (after several iterations and
several different drafts).
