Declare a namespace prefix in your stylesheet, e.g.
xmlns:ca="http://www.sas.com/xml/namespace/sas_doc_cas_actions-1.0";,
and then select ca:actionSet,
$myActionSet/ca:casActions/ca:actionSet[1], etc.
