I don't know where you'll find a "sample" document set. If you analyze the DTD, you'll see that a complete technical manual (<production>) is rather complex. There are numerous required elements and work package types. I can't help you as our content is Export controlled.

Thank you very much. I took a look at both the DTD and the stylesheets that are in the url you provided. The Dtd had a couple of duplicate attribute definitions so I eliminated them and the stylesheet set is missing an xsl:key which I faked for now. So I have both validating in Oxygen 17.1. Now what I need is a sample document to try out to run the transform in Oxygen and see how the Apache FO will do to create a PDF. Is there a sample source xml file set I could access to do that? I guess I could have Oxygen create one from the DTD but a real one has more appeal. I do have an old Antenna House license if I need to use it.

XSL-FO style sheets for MIL-STD-2361C are available from the LOGSA at https://www.logsa.army.mil/mil40051/menu.cfm

They are developed using Arbortext styler tools and are geared toward Arbortext publishing tools. If using something like Antenna House to render to PDF, the style sheets needs some tweaking (corrections). 

This happens to my area of expertise as I manage all DOD style sheets for my company (we use Antenna House). LOGSA has incorporated some of my work in their PMCS module.

Are there any public domain xsl stylesheets that can create an xsl-fo to create pdf files from xml MIL-STD-2361 files?
