The whole point is that you don't build an XSLT processor "on top of an XML parser", you build it on top of an API such as SAX, and there are implementations of the SAX API that consume EXI; and if you have one component that offers a SAX API and another that requires a SAX API, then you can plug them together even though they weren't built on top of each other.
