One of the tricks to low bitdepth, low sample rate samples is to equalize
it during the sampling phase.  This usually involves rolling off the high
frequencies which will wind up as noise anyway.  The other trick is to
make sure the predominant notes or tones in the sample fall within the
range that it can handle.  If the 2600 system is like the Atari 8-bit,
then we're talking about frequency responses that are at telephone quality
at best.  So keep tones<5khz and filter out the upper harmonics.

It should then be possible to make samples that sound passable.
