Well, that's the way the program looks to the CPU - but the chip is only 2K.
The upper address line (A12) is not connected to the Combat ROM in the
normal cartridge slot, so whether you read the upper or lower 4K you read
the same locations in the 2K ROM chip. I just appears twice in the memory map.
