I've got that emulator, but I haven't actually used the debugger. What
exactly does it do and how does it do it?

I had stuck the HMOVE in my vertical blanking routine so I didn't get the
black bar on the screen. It works on the emulator, but not on the
real thing.

But I've been meaning to do some experimenting with the mysterious
25 cycle rule.
