This applies to both SR and Solaris. He carried over elements from Star Raiders because he liked them, not because he necessarily intended Solaris to be a sequel per se. Solaris still has significantly different gameplay and is less of a sim than SR. Doug's coding strikes me as very stream-of-consciousness and unpretensious. I don't think he would be capable of writing a modern Star Raiders along the lines of Wing Commander with RPG elements in it.
