PAL is only 50Hz, if you use it's full resolution of 312 scanlines.
If you do only 262 scanlines it's 60 Hz on both TV systems. Well,
more or less. PAL seems to be doing 120 scanlines per second less
than NTSC, but that's hardly noticable.
