The TV, that I use with my VCS, is more than 11 years old and
can sync to 60Hz, if the sync signal is generated properly.
Since I havn't seen any problems like this mentioned in the
PAL/NTSC compatibility FAQ or by other colectors in RGVC,
I would say, that most TVs, that are still in use today can
sync to 60Hz VCS games. 

And of course writing PAL games with 50Hz is good, not wrong. :-)
