The scanline for both standards is the same.

Point of interest:

The Stella Programmer's Manual gives the following numbers:

HBLANK   = 68  color clocks
Picture  = 160 color clocks
Scanline = 228 color clocks

The scanline 64us wide.  Horizontal blank is 12us.

Officially. :)

But Atari fudges this so that HBLANK = 19us, so....
