I tried to read INPT4 at $1C, $2C, $3C and $4C on my 7800 in 2600 mode
and all of the adresses work. I hope this answers your question anyway.

Yes that works too. Infact Tigervision accesses all TIA registers at
addresses between $40 and $7F, because the addresses below $40 trigger the
bankswitching mechanism. They use only address $3F for switching banks
though, because that address isn't used by the TIA as well.
