You do it with a non-reflected playfield, and to gain the extra bits of horizontal resolution, you use a "filler" sprite that is the same color as the playfield.

One of the Atari VCS emulators has (had?) a feature to switch on and off players, missiles, background etc., but I don't remember which one it was. That is a very nice feature to help you understand how these things work.
