I am working with a gent in the GBA IRC dev channel as an advisor.  He is
well into his own Atari 2600 emulator, and it has slightly different
features (eg: bilinear filtered full-screen 2600 screen) than Otaku's.
Early days to determine the frame rate, but its looking good.

Knowing a bit about the GBA myself, I have been closely following the
progress of Otaku's emu (mentioned below) and even more closely this other
effort.  My feeling at the moment is that it certainly possible to achieve
60Hz on a 2600 emulator on the GBA - given tight coding.
