With the new DiVx 4 This depends on the keyframe setting when you encode. As you note, VCD MPEG-1 does a keyframe like every 10 frames so the delay is imperceptible. You can set DivX;-) to insert a keyframe every second and the delay goes away, at the expense of the files being bigger. (You can make MPEG-1 videos with a "keyframe every frame" but it will look worse due to having to fit more data into the same bitrate.)
