The problem here is yet another external part. The main reason for doing
this (other than just understanding how the TIA works) is to make it portable
friendly. The more parts you have, the higher the power and board space
requirements. All an external PROM does is move the decoding outside the
chip...you still have to do it. Although one benefit is having a single
TIA design, with external logic to create NTSC, PAL, SECAM, or whatever.
