Thanks for the help guys, I figured it out. Took a couple days, but I got it. It was a rising ground plane problem with the CPLD. See http://www.xilinx.com/xapp/xapp073.pdf for more details. I had too much in rush current by turning on so many outputs and combined with the relay, it brought the ground plane up, making my "relay on" signal look like off, then it would fall after the in rush and it was back on again. Hope this information helps others, I hate problems like this. Guess thats why I like digital, hate analog.
