I would suggest that the development of your program should be tested in an emulator. Get all the kinks out using the emulator before trying it on the real console. It will save you time. It's quicker to compile your binary and load it into an emulator than it is to burn an EPROM. The emulators are pretty accurate. The one I use is Z26.

Once you get that done and you need to test on the real console you would want to burn an EPROM or if the game is 2K or 4K you can load it up using a modified SuperCharger (see Bob Colbert's site on how to modify it). I use a Cuttle Cart to test on my 2600 but Chad is no longer producing these. There are some other products like the CC on the horizon though. You might want to keep an eye open for these.
