EPROMs need to be erased under UV light before they can be programmed.
There are also EEPROMs that can be electrically erased, and OTP (One Time
Programmable) EPROMs that don't have a window and can only be programmed
once.  But normal EPROMs are the cheapest route if you buy them used.  So
this is another piece of hardware you'll need to buy.  You can find erasers
that will erase less than ten chips at a time for well under $100..
