Since it seems some people didn't recieve the tool via
[Stella] thanks to their providers mail filters, I only
uploaded it here this time:

New features:
- PAL / NTSC timing selection.
- Starting frame selection (50/60 frames make a second)
- Instrument filters
This is again a mighty instrument. There you can switch
any VCS waveform to be considered on and off. And that
can be done *per* SID voice certainly ;-)
NOTE: BASS and PITFALL are equally tuned. Per default
SID2TIA renders to BASS. If you want it to render to
PITFALL, you need to filter BASS for these voices.
NOTE²: Both the tool and the tsm2.s source have been
updated this time. Changing the driver was necessary to
make the PAL/NTSC switch.
