Actually, the Atari 2600 only has 128 bytes of built-in RAM located between
$80 and $FF.  Addresses between $00-$7F refer to hardware registers.  ROM
addresses just happen to begin at $F000.  The CPU is only capable of
addressing 4K of ROM, but later, more advanced cartridges took advantage of
bank switching to store more program data, so today you could actually find
64K bank-switched carts.
