According to the comments in the code, that's a 3F binary...

...hmm, but a little later on, it says this:

 	SET_BANK = $3F ; write address to switch ROM banks
 	SET_BANK_RAM        = $3E       ; write address to switch RAM banks

So it looks like it really is 3E, with an outdated comment at the top.
