SAXON is an XSLT 1.0 processor. With that namespace declaration you have
said that the xsl prefix is bound to a URI reserved for an old XSL working
draft that predates the XSLT 1.0 Recommendation by 11 months or more.
Consequently, elements using that prefix are not considered to be XSLT 1.0
instructions. You might as well have said <foo:wonkysheet xmlns:foo="hi">
because the prefix 'xsl' only implies XSLT 1.0 instructions when it is
bound to the URI http://www.w3.org/1999/XSL/Transform.

Note that if you have written something for the other namespace, you might
need to make changes to your code to update it to the current syntax. See
