It is exactly what you specified in the stylesheet. <![CDATA[ < ]]> is just a sysntactic variation on < You used one form in the output and it happened to get serialised in the other form, but they are equivalent just like quoting attribute values with " instead of '. If you wanted to generate an fo:page-number-citation element node rather than text put such an element into your stylesheet, ie remove the CDATA markup.
