In C can you use variables as in 
a = " + "
c = 1 a 2

?

IN XSLT as in most languages, variables contain constructs of the
languages data model not fragments of expression syntax.

Lisp has an eval construct to support this kind of behaviour.
Such a thing could be added to XSLT, see saxon's saxon:evaluate
extension.
