| Why not use something like cocoon during devlopment and then when you are
| ready to go to QA (and later stages of deployment) switch over to
| pregenerated html.

Oracle's XSQL Pages publishing framework also
supports both web-based and offline rendering, and
its optimized for doing heavy database-centric XML/XSLT 
publishing.

The framework's free as well as being a supported
and pre-installed feature of the Oracle8i and
Oracle IAS 9i products. See:
