I have found that most browsers will render UTF-8 documents just fine.
However, If the page says UTF-16 (the default for MSXML 3.0, I believe)
in the XML declaration, Mozilla will barf all over it.  I generally use
UTF-8 for output, simply because it seems to work so far.
