The JDK 1.1 specification of these patterns, which XSLT relies on, is one of the vaguest bits of specification I have ever seen. The details I give in my book are established almost entirely by trial and error. I think that before the decimal point, the only use of "#" is to indicate where the thousands separator should go, e.g. #,##0.00. After the decimal point, trailing zeroes are omitted if "#" is used rather than "0".
