My DTD starts like this : <?xml version="1.0" encoding="iso-8859-1"?> <!--******************************************************--> <!--* "commonDelivery.dtd" *--> <!--******************************************************--> <!ENTITY % commonDeliveryVersion "1.4"> .... ....
