Yes.

Given standard-headers.xml:
	<root>
	 <meta name="foo" content="foo"/>
	 <meta name="bar" content="bar"/>
	 <meta name="baz" content="baz"/>
	</root>

This template will automagically insert them when generating
an HTML document:

	<xsl:template match="X">
	 <html>
	 <head>
	  <!-- ... -->
	  <xsl:copy-of select="document('standard-headers.xml')/root/*"/>
	 </head>
	 <!-- ... -->
	 </html>
	</xsl:template>
