<xsl:key name="lookup" match="row" use="concat($TRANSFORMER_SourceCountry,' _layer_name')"/> It's not legal as you can easily see in the XSL spec: You can't use a variable reference in the match or use attributes. However even if it were legal, the use value does not depend on the node matched by the match which is legal, but rather odd, it means that there is only one key value, which returns all the match elements in the document.
