Hello Matthew, in FO you can find <fo:leader leader-pattern="dots"> (http://www.w3.org/TR/xsl/slice6.html#fo_leader). I know this from using DocBook-XSLs (http://sourceforge.net/project/showfiles.php?group_id=21935) from Norman Walsh. It's used there for the TOC (autotoc.xsl). I don't know if this is helpful in your case too.
