<xsl:apply-templates select='exsl:node-set($SYNTH)'> <xsl:with-param name='P' select="'V'"/> this applies parameters to the root node but you haven't defined a template matching "/" so the default one will fire, which doesn't pass on the param. You want <xsl:apply-templates select='exsl:node-set($SYNTH)/*'> <xsl:with-param name='P' select="'V'"/> so then the BAR template will see the param.
