Given your use of the phrase "block placement", I suppose you could put an inline-container in your block, forcing the size to fit your chapter number and causing the effect of indenting the title text.

In retrospect, I would definitely use either a list or table instead of inlining a container because you don't necessarily know the title will fit on a single line. If the title wraps, you need it to wrap at your indent location rather than the left margin, which would happen if you had just used a container in a block for your chapter number.
