Perhaps not use region-before and just flow the contents that you would have had on region-before as the start of the flow.


Though there is a way to use region-before for your request but it is more awkward: create a conditional page sequence pointing to two different page geometries, one with the region-before and one without, triggering the one with the region-before by the page condition of being the first in the page sequence and triggering the other for all other pages in the sequence.

But, given your short list of requirements, perhaps you are trying to use an inappropriate facility for your desired result.
