If you're using the HTML output method, this shouldn't be a problem -
non-ASCII characters should be URI-escaped automatically. I believe
that some processors also escape spaces to %20 (rather than +).

If you're using the XML output method (for example to generate XHTML)
then you *do* have to do it by hand.
