are you passing the xml file to IE and using <?xml-stylesheet to link to
the stylesheet? If so then there is no way to set global parameters
before calling the stylesheet.
What you could perhaps do is use jscript in an msxsl:script block to
access the location uri and access the query parameters and pass them
back as strings to xsl, someone more MS-oriented may be able to supply
code..

If on the other hand you are calling the MS XSLt engine explictly from
javascript within an HTML page, then you can set parameters before
calling the XST engine using addParameter
 eg this example from the msxml sdk documenttaion

Using a variable in Microsoft JScript

var myVariable = 5;
//...load XML, XSL, and create xslTemplate here
var myProc = myTemplate.createProcessor():
myProc.input = xmldoc;
myProc.addParameter(myVariable, "myBaseName");
//now you can perform the transformation.
