That's a namespace declaration, not a processing instruction. It merely binds the prefix 'xsl' to the string 'http://www.w3.org/1999/XSL/Transform', so that element and attribute names using that prefix can be recognized as being XSLT instructions. It has syntax that makes it resemble one, but it is an XML declaration, or if it is in an external entity, a text declaration. It is for the benefit of an XML parser.
