You might try removing one of the zeroes: &#x00BB;
I don't know whether that should make a difference,
but I think for Unicode, there are not supposed to be
more than four digits.

I think what you wanted was &#187; (decimal, not hex).
&x187; isn't valid XML syntax anyway.
