Let me put my question this way, is there a way to
include a file(not xml) in xsl?

Not in XSLT 1.0 ... all inputs *must* be well-formed or valid XML.

if so how is it done?

XSLT 2.0 does have a facility for accepting a text file as a string for processing: see section 16.2 for unparsed-text().

I hope this helps.
