somehow I  did find a solution: 

        <xsl:choose>
            <xsl:when test= "number(.) = 100.00">
                <td bgcolor="#00ff00" align="right">
                    <xsl:apply-templates/>
                </td>
            </xsl:when>
            <xsl:when test= "number(.) &gt; 98.70">
                <td bgcolor="#ff0000" align="right">
                    <xsl:apply-templates/>
                </td>
            </xsl:when>
            <xsl:otherwise>
                <td bgcolor="#ff9600" align="right">
                    <xsl:apply-templates/>
                </td>
            </xsl:otherwise>
        </xsl:choose>
