In 2.0 you can choose a case-insensitive collation (assuming your vendor
provides one), or you can use the functions upper-case() and lower-case().

In 1.0 the usual solution is to use

translate(., 'ABCDEF...', 'abcdef...')

remembering to include all the characters present in the alphabet used by
your data.
