Isn't this:
<xsl:choose> <xsl:when test="foo">FOO</xsl:when> <xsl:when test="bar">BAR</xsl:when> <xsl:otherwise>BAZ</xsl:otherwise> </xsl:choose>
equivalent to:
if (foo) then FOO else if (bar) then BAR else BAZ
