Your desired output is not well formed XML so XSLT makes it difficult to create. Do you really want this forat, it won't be possible to process it with any XML tool. You can't have an XML declaration <?xml ... anywhere other than the first few characters of the document. If you don't want the xml declaration there then your xslt just needs <address> <xsl:copy-of select="document('the2ndfile.xml')"/> </address> and the contents will be copied in to the result.
