W3C doesn't publish planned dates. The reason for that is that the process
isn't date-driven, it's driven by the ability to reach consensus. If
everything goes smoothly there will be a "second last-call period" starting
within the next few weeks. After that, it depends entirely on the volume of
comments received. 

During the first last-call period, there were about 1000 comments across the
family of specs (round numbers) of which around 100 were specific to XSLT.
If we get the same volume again, then it's likely it will once again take a
year to process them. Everyone is optimistic, however, that the volume this
time will be far smaller: but this depends on everyone (member companies in
particular) deciding to bury their differences in the interests of
finishing. Since quite a few member companies are now close to releasing
products, I think they realise that this is in their interests.
